Partnering

Why Partnering with OSC EdgeTech, an Alaska Native 8(a) Company, is a Smart Move for Federal IT Services

In today’s dynamic federal IT environment, agencies face constant pressure to deliver mission-critical capabilities swiftly, efficiently, and in alignment with small business contracting goals. This is precisely where OSC EdgeTech becomes an invaluable resource.

As an Alaska Native Corporation (ANC)-owned 8(a) company, OSC EdgeTech offers a streamlined path to IT, cybersecurity, and cloud services procurement, enabling government partners to reduce acquisition risk, accelerate contracting timelines, and work directly with a trusted, mission-driven provider.

Alpha Contracting: The ANC 8(a) Advantage

Unlike traditional 8(a) firms, ANC-owned 8(a)s, such as OSC EdgeTech, are not subject to the same limitations on sole-source award thresholds.

ANC-owned 8(a)s, like OSC EdgeTech, allow decision makers superior acquisition flexibility:

  • Faster award cycles. Reduces acquisition delays and backlogs with accelerated award cycles, often completed in weeks not months.
  • Negotiable. Procurement organizations can negotiate fair and reasonable pricing on high-value sole-source 8(a) awards.
  • Sole source up to $100 million for DoD. ANCs are eligible for sole-source contracts up to $100 million (DoD) and $25 million (civilian) without a Justification & Approval (J&A), enabling faster, streamlined acquisitions.
  • Can receive sole-source contracts of any size with a J&A. ANCs can receive DoD awards over $100M and civilian awards over $25M, with a required J&A.

What is Alpha Contracting?

Alpha contracting is a collaborative, accelerated acquisition method that allows a government agency and a selected contractor to work together from the outset to shape the proposal. This process is particularly valuable when working with 8(a) sole-source awards, especially those involving ANC-owned firms like OSC EdgeTech.

According to acquisition.gov, Alpha Contracting typically includes:

  • Identification of a Need: Federal agencies identify a specific need or requirement, often for complex or highly specialized services. This can involve high-level research, development projects, or areas where a limited number of contractors possess the necessary expertise.
  • Selection of a Contractor: Instead of soliciting multiple bids, the agency identifies and engages with a pre-qualified contractor early in the process. These contractors are typically chosen due to their expertise, past performance, or unique capabilities (such as SBA 8(a) program participants, Alaska Native Corporations, or other set-asides).
  • Joint Development of Requirements: Both the government and the selected contractor work together to refine the project requirements. This collaborative process ensures that the scope, deliverables, and outcomes are clearly defined and agreed upon by both parties, often including technical, financial, and management discussions.
  • Cost and Schedule Negotiation: In alpha contracting, the government and contractor jointly negotiate cost estimates, pricing structure, and the delivery schedule. This negotiation is an open-book process, providing both parties access to all relevant financial and technical data.
  • Rapid Agreement & Award: Once the project scope, budget, and schedule are determined, the contractor submits a formal proposal, which is quickly reviewed since much of the work has already been negotiated during the collaborative process. After a final review, the contract is awarded, with terms, cost, and project timeline already agreed upon, allowing for a smooth transition into the execution phase.

This contracting model is particularly useful for organizations seeking rapid delivery of IT, cybersecurity, and mission support capabilities in the DoD and federal civilian sectors.
